Be part of the Government’s Sustainable Warmth programme
As you may be aware, Cornwall Council, as lead applicant on behalf of Council of Isles of Scilly, Inclusion Cornwall, Community Energy Plus, OVO, Cornwall Housing Limited and Ocean Housing submitted a bid on 4 August 2021 for £7.8m to the Government’s Sustainable Warmth to support energy efficiency and insulation improvements to 400 homes.
On 29 October 2021, Cornwall Council received notification that the bid had been successful and confirmed an award of £7.8m from Sustainable Warmth on behalf of the partners identified above (the above bid partners do not need to reply).
The proposed programme plans to deliver the following, with a requirement for the below to be completed by 31 March 2023:
- Upgrade 370 properties in Cornwall and Isles of Scilly through SSE-OVO (private tenure, through Cornwall Council’s Winter Wellbeing partnership);
- Upgrade 30 social housing homes made up of Council of Isles of Scilly Council Housing in partnership with SSE (OVO-S), Cornwall Housing and Ocean Housing;
- Support and expand a Landlord Liaison role (Community Energy Plus and Cornwall Council Private Housing);
- Project management of the programme by Cornwall Council, Inclusion Cornwall and OVO.
The Council invited parties to join its bid to Government in respect of the Sustainable Warmth programme in June and July 2021. If you did not express an interest in joining Cornwall Council in the bid but are now interested in participating in the planned programme and any future bid rounds of Sustainable Warmth please reply by return by Monday 17 January 2022 and complete the below document.

The aim of Cornwall Council’s Sustainable Warmth programme is to support the following :
- Move 30 homes (Local Authority Delivery scheme (LADS) from mains gas to renewable or non-fossil fuel heating and insulation and EPC G, F or E, with a limited amount of D rated homes.
- Move 370 homes (private homes (rented or owned) from fossil fuels to renewable or non-fossil fuel heating and insulation and EPC G, F or E, with a limited amount of D rated homes.
